The ISO will hold a public stakeholder call on August 16, 2018 to field questions on the required registrations of use limitations in the Use Limit Registration (ULR) process.

As part of the Commitment Cost Enhancements Phase 3 (CCE3) initiative implementation, scheduling coordinators (SCs) that wished to gain or maintain Use-Limited status for the Market and Performance (MAP) stage environment for market simulation of the Opportunity Cost Calculator must have re-registered and uploaded its use limitations into Master File by August 8, 2018.  As discussed in a prior market notice, the deadline to submit ULR requests was June 29, 2018.  Unfortunately, the ULR process has been initiated for less than 200 of the roughly 1200 current non-Variable Energy Resource Use-Limited Resources.  Market participants who have not yet submitted their Use Limit registrations should immediately submit Use Limit Plan Data Templates (ULPDTs) along with proper supporting documentation for each resource they plan as Use-Limited status beyond November 1, 2018.

The ISO will set the Use Limit status in production on November 1, 2018, based on which use limitations have been successfully registered with the ISO at that time.

Registration requests received past the previously communicated deadline of June 29 will still be processed, but may not be completed in time to participate in market simulation or to fully negotiate opportunity cost adders prior to Production Activation.  As a reminder, registration begins with submission of a Customer Inquiry, Dispute and Information (CIDI) ticket, including the information below.  For more information, market participants may reference the Use-Limited Resource Guide Book and the June 26, 2018 webinar on the ULR Process.  These documents can be found on the CCE3 stakeholder initiative webpage at http://www.caiso.com/informed/Pages/StakeholderProcesses/CommitmentCostEnhancements.aspx

CIDI Ticket Requirements:

• "Use Limited Registration" in the subject line
• Functional Environment = Production
• Attach the Use Limit Plan Data Template
• A detailed explanation of why the unit is subject to an eligible limitation
• Attach supporting documentation as described in the Use-Limited Resource Guide Book
• Attach translation methodology for limitations that do not directly specify energy, run hours, or start limit values.

An agenda and presentation will be available prior to the meeting on the initiative web page linked above.  A notice in the Daily Briefing will announce when the paper is posted.  Stakeholders or other interested parties should sign up for the Daily Briefing, a once-a-day email summarizing that day's notifications.  In addition, the call will be recorded and the video file posted on the initiative webpage for a limited time.  The recording is for informational and convenience purposes only, and any related transcriptions should not be reprinted without the ISO's permission.
