The California ISO will hold a stakeholder call on June 15, 2021, to discuss the final proposal for the Resource Adequacy Availability Incentive Mechanism (RAAIM) Exemption Option for variable-output demand response (DR) resources, participating as Proxy Demand (PDR) or reliability DR resources (RDRRs). The option will be available to those PDR or RDRR resources whose qualified capacity is established using an effective load carrying capability (ELCC), or similar counting methodology, that assesses the capacity value on these principles:

• Assesses DR’s contribution to reliability across the year or seasons as a variable-output resource
• Assesses DR’s interactive effects with other similarly-situated resources

This initiative was initially vetted within the Energy Storage and Distributed Energy Resources (ESDER) Phase 4 initiative, which proposed a framework that could be used for evaluating DR’s resource adequacy (RA) value using an ELCC methodology that more accurately reflects its capacity value. The ISO is expediting this stakeholder process, having determined that this new optionality will require tariff clarifications needing ISO Board and FERC approval prior to the annual RA showings due October 2021, for the 2022 RA compliance year.

The final proposal, along with a presentation, will be available prior to the call on the miscellaneous meetings webpage, at https://stakeholdercenter.caiso.com/StakeholderInitiatives/Energy-storage-enhancements. The call will be recorded and the video file posted on the initiative webpage for a limited time.
