Main Text
The Aliso Canyon Gas-Electric Coordination project is part of the May 17, 2016 the Market Performance and Planning (MPP) forum agenda to discuss the project scope, schedule, and market participant impact. This expedited stakeholder initiative addresses the gas-electric market coordination concerns raised by the limited operations of Aliso Canyon storage facility. The project proposes to implement market mechanisms and other tools to mitigate the risks to gas and electric markets to avoid electric service interruptions to the extent possible under strained gas market conditions.
The ISO Board of Governors approved the initiative proposal on May 4 to move forward with this project. This approval includes many important changes that enable the ISO to:

File with Federal Energy Regulatory Commission to recover marginal fuel procurement costs exceeding their commitment cost bid caps, generated bids (Resource Adequacy-only), and default energy bids associated with an ISO dispatch not recovered through market revenues. |
• |
Rebid commitment costs in the real-time market except for hours with day-ahead schedules |
• |
No longer replicate commitment cost offers for resources without a day-ahead schedule and without a real-time market must offer obligation. |
