As part of ongoing release efforts, the California ISO has promoted functionality to support the provision of ancillary services and uncertainty awards by co-located resources using an aggregate capability constraint. The ISO tariff section 27.13 states “Scheduling Coordinators may not offer or self-provide Ancillary Services into the CAISO’s Markets or receive Uncertainty Awards from Generating Units that are subject to Aggregate Capability Constraints until the ISO issues a Notice through the ISO Daily Briefing stating this restriction will no longer apply.” The ISO is providing this notice
to information market participants that this restriction no longer applies.
Scheduling coordinators seeking to offer or self-provide ancillary services from a resource should ensure the ancillary service provider has obtained certification for the resource to provide ancillary services. For an eligible intermittent resource or a hybrid resource with a variable component, certification requirements include demonstrating the ability to provide the ISO with the generating unit’s high sustainable limit.
