The California ISO has scheduled a stakeholder call on Oct. 11, 2021, to discuss the draft final proposal for Phase 1 of the Energy Imbalance Market (EIM) Resource Sufficiency Evaluation Enhancements initiative. The proposal and presentation, will be available prior to the meeting on the initiative webpage.
The objective of this initiative is to review the balancing, capacity, and flexible ramping tests to determine if any enhancements are needed to ensure the test components achieve their stated objective. Based on stakeholder comments received in the issue paper and the straw proposal, the ISO is proposing to bifurcate this initiative into two phases. This approach will allow ISO to address in the first phase near-term enhancements that will improve the accuracy and transparency of the test. These improvements will serve as a baseline for the second phase where we will take more time to gain consensus on long-term enhancements relating to the consequences of failing the resource sufficiency evaluation (RSE).
