The California ISO will hold a public stakeholder meeting on Sept. 22, 2020, to discuss potential changes to the storage Default Energy Bid (DEB) proposal prompted by the opinion from the Market Surveillance Committee (MSC). These changes include a streamlining of the day-ahead formulation and exemption of very small storage resources from market power mitigation. The storage DEB is a component of the Energy Storage and Distributed Energy Resources Phase 4 (ESDER 4) initiative, and these changes will be considered separately in ESDER 4. All components of the ESDER 4 initiative will still have a target
implementation date of Fall 2021.
The paper, as well as a presentation, will be available prior to the meeting on the initiative webpage at http://www.caiso.com/informed/Pages/StakeholderProcesses/EnergyStorage_DistributedEnergyResources.aspx.
A web conference will be available for stakeholder convenience. In addition, the call will be recorded and the video file posted on the initiative webpage for a limited time. Please submit written comments on the proposal by end of day October 6, through the ISO’s new commenting tool. Stakeholders can begin using the tool after completing a simple one-time registration.
