The California ISO has published the straw proposal for the Extended Day-Ahead Market (EDAM) initiative, which will be discussed at an upcoming stakeholder meeting on May 25-26, 2022. The straw proposal is available on the EDAM initiative webpage, where the presentation materials will be posted prior to the meeting.
EDAM offers is a voluntary day-ahead electricity market across the West that delivers with the potential to deliver significant economic, environmental, and reliability benefits for participants across the West. Extending the regional market into the day-ahead time frame – where the overwhelming majority of energy transactions occur – would bring greater economic and environmental benefits to electricity consumers and make it easier for energy providers across the Western United States to work together to share in the diversity of resources and system needs for enhanced reliability. EDAM builds upon the proven ability of the Western Energy Imbalance Market (WEIM) to increase regional coordination, support state policy goals, and cost
effectively meet demand.
This straw proposal is the product of extensive, open and collaborative, engagement through stakeholder working groups held earlier in the year between January and March. It provides discrete recommendations for specific design features informed by the valuable input received in the working groups and, on certain topics, identifies options and concepts for stakeholder consideration and comment where discrete solutions are not yet evident. The proposal covers, among other elements, the voluntary participation framework along with a discussion of activities occurring pre-day ahead market, activities and processes of the day ahead market itself, and processes and activities associated with day ahead market outputs and discusses alternatives for GHG accounting under
EDAM.
The ISO has scheduled a stakeholder meeting for May 25, 2022, and May 26, 2022, to discuss the straw proposal and early thoughts from members of the WEIM Governance Review Committee on options for governance changes to support EDAM. Stakeholders are requested to register on the EDAM stakeholder meeting webpage for either in-person or virtual participation no later than May 20. Early registration is encouraged since in person capacity is limited and on a first-come-first-served basis. In keeping with our ongoing commitment to protect the safety and health of our
employees and stakeholders, the ISO is continuing to monitor COVID cases and the BA-2 variant, and will comply with federal and state regulatory guidelines, including possibly adjusting our plans as necessary to a virtual-only meeting.
Stakeholders will have an opportunity to submit written comments on the straw proposal and meeting discussion. Please submit using the online template located on the initiative webpage by end of day June 16, 2022. This deadline has been extended from the originally communicated date of June 9, 2022.
The 2-day meeting will be recorded and the video files posted on the initiative webpage for a limited time. The recording is for informational and convenience purposes only. Any related transcriptions should not be reprinted without the ISO’s permission.
