The California ISO selected a proposal from Sentinel Energy Center, LLC to provide black start service for the Los Angeles Basin area. The ISO conducted a competitive solicitation process by doing an analysis of five proposals to determine which proposed black start resources would best meet the technical and commercial requirements and factors identified in the Southern California Edison (SCE) BlackStart technical specification and commercial worksheet. The ISO plans to negotiate a black start service agreement with the selected provider and the applicable participating transmission owner. This agreement will be subject to review and approval by the Federal Energy Regulatory Commission.
