2021 Net Qualifying Capacity and Effective Flexible Capacity Values for Resource Adequacy Resources

MESSAGE

The California ISO has posted the updated preliminary 2021 Resource Adequacy Net Qualifying Capacity (NQC) and Effective Flexible Capacity (EFC) data on its website at http://www.caiso.com/planning/Pages/ReliabilityRequirements/Default.aspx.

 

Comments and suggestions related to the NQC values must be submitted through Customer Interface for Resource Adequacy (CIRA) and suggestions for units to be added to the “Other tab” must be submitted through CIDI with the following subject line “2021 NQC Other tab” by close of business Sept. 4, 2020. Resources that currently do not have any Scheduling Coordinator (SC) association must submit their requests to be added to the “Other tab” via “Contact us” on the ISO website. Comments and suggestions related to the EFC values must be submitted through Customer Inquiry, Dispute and Information (CIDI) with the following subject line “2021 EFC questions” by Sept. 1, 2020.

 

NQC values for all Demand Response resources need to be re-authorized by their Local Regulatory Agency (LRA) based on their latest load impact protocol before they can be added on the NQC list.

 

If no modifications are requested for EFC by Sept. 1, 2020 and NQC by Sept. 4, 2020 the ISO will use the posted values for the RA compliance year 2021.

 

Scheduling coordinators may submit comments to the California Public Utilities Commission (CPUC) at RAFiling@cpuc.ca.gov.
