Affidavit Submission Due Dates for Seeking and Retaining Allocations of Transmission Plan Deliverability 

MESSAGE

Generation interconnection customers must submit Transmission Plan Deliverability (TP Deliverability) affidavits to the California ISO to be eligible to receive or retain deliverability allocations in the annual TP Deliverability allocation process. This notice applies to generation interconnection customers with active projects in Queue Cluster 11 and earlier who: requested Full Capacity Deliverability Status (FCDS) or Partial Capacity Deliverability Status (PCDS) in their interconnection request; have Energy Only Deliverability Status (“Energy Only”) and wish to seek TP Deliverability via the Energy Only TP Deliverability study outlined in CAISO Tariff Appendix DD Section 8.9.2; are seeking to retain previously allocated TP Deliverability; or are wholesale distribution access tariff (WDAT) projects studied by the ISO for deliverability. Energy Only projects and distributed generation resource (DG facilities) projects that are not seeking a TP Deliverability allocation do not need to submit an affidavit.

 

The table below describes the types of affidavits required, their respective due dates, and provides links to where they can be accessed on the ISO website. Please note that the due date for affidavits for projects seeking a TP Deliverability allocation is later than the due date for TP Deliverability retention affidavits so that projects may receive and review the Queue Cluster 11 Phase II study results prior to submitting their seeking TP affidavits. Please access the affidavit templates using the links provided, as they were recently revised to reflect enhancements to the deliverability allocation procedures resulting from the ISO’s 2018 Interconnection Process Enhancement initiative.

The ISO will accept an e-mail copy of notarized affidavits. The notarization should be in jurat form.

  • Affidavits for retaining previously allocated TP Deliverability are due by Nov. 15, 2019, and should be emailed to queuemanagement@caiso.com, or mailed to: California ISO, Attn: Queue Management, 250 Outcropping Way, Folsom, CA, 95630.
  • Affidavits for projects seeking a TP Deliverability allocation are due by Dec. 3, 2019, and should be emailed to IRinfo@caiso.com, or mailed to: California ISO, Attn: Grid Assets, 250 Outcropping Way, Folsom, CA, 95630.

 

The ISO anticipates providing the TP Deliverability allocation results to interconnection customers in March 2020.

 

The ISO notes that the language in the revised TP Deliverability retention affidavit template presumes that the Federal Energy Regulatory Commission (FERC) will accept the ISO’s proposed tariff revisions submitted in Docket No. ER19-2679 (anticipated effective date of Oct. 23, 2019). If FERC were to reject or modify the ISO’s proposal, the ISO may need to modify the affidavit template and require interconnection customers to submit modified affidavits.
