The California ISO will host a Business Practice Manual (BPM) Change Management Appeals Committee teleconference meeting on April 8, 2020, to consider appeals on the final decisions of Proposed Revision Requests 1139 and 1181.
The ISO BPM Change Management process enables the ISO and affected parties to propose and track all requested changes to ISO Business Practice Manuals, called Proposed Revision Requests (PRRs). The process also includes the right to appeal a final decision for reconsideration on a PRR to an appeals committee consisting of ISO executives.
During the public session, the committee will hear from the appellants, ISO staff, and other interested stakeholders on PRR 1139, Updates to Nature of Work Attributes for Generation Outages and Outage Reporting Section, and PRR 1181, Attachment B Changes to Support Tariff Section 4.6.4. PRR 1139 affects the BPM for Outage Management and PRR 1181 affects the BPM for Market Instruments.
The meeting agenda includes appeals submitted by:
- Southern California Edison (appealing PRR 1139 and PRR 1181)
- Western Power Trading Forum (joint appeal on behalf of multiple parties) (appealing PRR 1181)
The activity deadlines in the appeals process are:
- Feb. 26, 2020 - ISO posts its answering brief, limited to eight pages per appeal (16 pages for PRR 1181 and eight pages for PRR 1139)
- March 11, 2020 - Appellants submit reply briefs, limited to four pages
- March 19, 2020 - Stakeholders may submit supporting/opposing briefs, limited to four pages
