The California ISO will post an updated Final Effective Flexible Capacity (EFC) List for Compliance Year 2021 on March 23, 2021.
The updated EFC spreadsheet will be available at http://www.caiso.com/planning/Pages/ReliabilityRequirements/Default.aspx.
The posted 2021 draft list contained values that accurately reflected the tariff-defined EFC calculation methodologies. The final list, however, contained errors. Specifically, the input file used for the final values contained character values instead of numeric values. This caused the 2021 final values to change from the draft values because of this inadvertent technical error and not for any of the reasons covered in section 40.10.4.2(a) that permit the ISO to change values between the draft list and the final list. The ISO is working to correct the values in advance of the due date for June 2021 resource adequacy (RA) plans.
The ISO has analyzed the impact of changing these values and does not believe re-posting the final list with the corrected values will have a significant impact to any individual market participant or to the market as a whole.
