The California ISO has posted the updated preliminary 2022 Resource Adequacy Net Qualifying Capacity (NQC) and Effective Flexible Capacity (EFC) data on the Reliability Requirements webpage.
Comments and suggestions related to the NQC values must be submitted through CIRA and suggestions for units to be added to the “Other tab” must be submitted through CIDI with the following subject line “2022 NQC Other tab” by close of business Sept. 10, 2021. Resources that currently do not have any scheduling coordinators (SC) association must submit requests to be added to the “Other tab” via “Contact us” on caiso.com. Comments and suggestions related to the EFC values must be submitted through Customer Inquiry,
Dispute and Information (CIDI) with the following subject line “2022 EFC questions” by Sept. 10, 2021.
NQC values for all Demand Response resources need to be re-authorized by their Local Regulatory Agency (LRA) based on their latest load impact protocol before they can be added on the NQC list.
If no modifications are requested for EFC and NQC by Sept. 10, 2021, the ISO will use the posted values for the RA compliance year 2022.
Scheduling coordinators may submit comments to the California Public Utilities Commission (CPUC) at RAFiling@cpuc.ca.gov.
