Notification of Revised ISO Operating Procedures 4100, 4110, 4410, 4420, 4420C, 4420E, 4510, 4510A, 4510B, 4510F and 5110


MESSAGE

The California ISO has revised the operating procedures referenced below.

 

4100 System Operations Emergency Plan, version 11.1, effective May 1, 2022.

Removed references to Alert, Warning, and Staged Emergencies.

Updated procedure references throughout. Removed history prior to five years.

 

4110 Operations Emergency Preparation Notifications and Reporting, version 10.1, effective May 1, 2022.

Section 3.2: Replaced references to Alert, Warning and Staged Emergencies with Energy Emergency Alert (EEA) 1, 2, and 3.

Updated procedure references, including removal of references to 4110F and 4110G as they were both retired on 2/10/22.

Removed history prior to five years.

 

4410 Emergency Assistance, version 12.1, effective May 1, 2022.

Section 3.2: Added verbiage about energy sharing outreach as part of summer 2022 readiness.

Updated from ISO to CAISO, where applicable throughout.

Removed history prior to five years.

 

4420 System Emergency, version 14.0, effective May 1, 2022.

Annual Review: Major update - See yellow highlighting.

Converted AWE levels Alert, Warning, Stage 1, 2 and 3 to EEA Watch, EEA 1, 2 and 3 throughout procedure.

Section 3.3 - Added Flex Alert criteria.

Clarified ELRP references through procedure.

Removed references to California State Emergency program (CSEP) program throughout procedure.

Removed history prior to five years.

Minor format and grammar edits made.

 

4420C Emergency Notice Templates, version 10.0, effective May 1, 2022

Annual Review/Major Update: Sections 1.2.8 through 1.2.12 and 1.3.8 through 1.3.12 - converted AWE notices to EEA notices – removing Grid Alert, Warning, Stage 1, Stage 2 and Stage 3, and adding EEA Watch, EEA 1, EEA 2 and EEA 3. Removed 1-hour probability notice. Updated procedure title by removing “System”.

 

4420E Allowable Transmission Maintenance Activities During Restricted Maintenance Operations, version 12.1, effective May 1, 2022.

Annual Review: No changes.

 

4510 Load Management Programs and Underfrequency Load Shedding, version 6.1, effective May 1, 2022.

Annual Review: Removed Staged energy emergency references. Updated procedure references, minor formatting and grammar updates. Updated reference of North American Electric Reliability Corporation (NERC) Standard NUC-001 in References section. Removed history prior to five years.

 

4510A Load Shed Calculation Guideline – Public Attachment, version 13.2, effective May 1, 2022.

Annual review: Updated percentage numbers based on 2021 peak load data. Removed history prior to five years.

 

4510B Demand Response and UDC Interruptible Programs, version 7.1, effective May 1, 2022

Annual Review: Removed AWE references.

Replaced ISO with CAISO throughout.

Added footnote in Purpose section for SCE RDRR Resources.

Included language regarding market integrated and non-integrated for clarity.

Added ELRP program description and details.

Updated CPUC contacts.

 

4510F Reliability Demand Response Resource (RDRR) Daily Reporting Template, version 3.1, effective May 1, 2022.

Annual Review: Removed the year 2020 from the Mega Watt (MW) Available by Program tab; Replaced Investor Owned Utility (IOU) with Utility throughout; Replaced ISO with CAISO throughout.

 

5110 Real-Time Communications Guidelines, version 17.1, effective May 1, 2022.

Section 3.5: Updated due to Emergency Notification changes (References to EEA 1, EEA 2, or EEA 3)

Updated NERC Standard TOP-001 references.

Removed history prior to five years.
