  • Bidding rules enhancements
    Through this initiative the ISO will evaluate the following: 1) unrestricted flexibility of resources to change energy bid prices between the day-ahead and real-time markets, and across real-time hours; 2) restrictions on commitment cost changes between and within the day-ahead and real-time markets; and 3) verification of generator resource characteristics. These proposals may require significant market design and system changes.
    • Outcome
      The ISO implemented, effective November 1, 2017, commitment cost enhancements for gas-fired resources that allow for cost caps and provide sufficient cost recovery. The enhancements increase flexibility in registering fuel regions and allow for cap-and-trade credits to base gas transportation rates for resources with greenhouse gas (GHG) compliance costs; improvements so that each fuel region reflects a unique combination of commodity price, base gas transportation costs and transportation cap-and-trade credits; and, allow resource-specific start-up electricity costs in proxy costs based on the projected wholesale electricity price.— Generator commitment cost improvements - Implementation: Nov. 1, 2017; FERC ruling: Nov. 21, 2016; Tariff amendment filing: Aug. 19, 2016 (ER16-2445); Board of Governors approval: March 24, 2016;—Minimum load costs - Implemented: May 23, 2016; FERC ruling: May 6, 2016 (ER16-1265); Jan. 26, 2017 (ER17-416); Tariff amendment filing: March 23, 2016 (ER16-1265); Nov. 25, 2016 (ER17-416); Board of Governors approval: Feb. 3, 2016
