Blackstart and system restoration (completed)

Outcome: The ISO revised its tariff, effective April 3, 2013, to align the determination of location and amount of blackstart needs with requirements established by the North American Electric Reliability Corporation (NERC) emergency and preparedness operations reliability standard. The ISO will consider undertaking a second phase of the initiative, if requested by stakeholders, to address how the ISO procures and compensates blackstart capability and allocates cost to the market. — Tariff revisions: Effective Apr 03, 2013; FERC approval: Feb 13, 2013; Tariff amendment filing: Jan 03, 2013 (ER13-699); Board of Governors approval: Nov 01, 2012

The ISO proposes tariff amendments to incorporate a new pro-forma blackstart agreement that complies with a revised blackstart resource definition and mandatory reliability standards recently approved by FERC, which become effective July 1, 2013. All generators included in the power restoration plan will be subject to the new standardized agreement. The ISO will also remove related tariff references that will no longer be applicable.
