Imbalance conformance enhancements (completed)
Outcome: Effective February 27, 2019 the ISO implemented improvements to the Real-Time Pre-Dispatch (RTPD), Real-Time Dispatch (RTD) limiter algorithm to better adjust for factors before and after conformance. Improvements include: recognize conformance from previous intervals, not limited to rely on information from current interval, recognize direction for infeasibility and conformance and build a memory of the change in load from a previous solution.—Implemented: Feb. 27, 2019; FERC approval: Feb. 21, 2019; Tariff amendment filing (ER19-538): Dec.12, 2018; Board of Governors approval: May 16, 2018
This initiative will clarify the ISO’s authority to conform for imbalance in both real time and the day ahead markets. The purpose of conforming is to maintain reliability of the bulk electric grid. It will also propose enhancements for the conformance limiter. The purpose of the limiter is to ensure price spikes do not result from artificial market infeasibilities.
