  • Black start and system restoration phase 2
    The ISO recently identified a need for immediately procuring additional black start resources beyond those already procured by transmission operators. This initiative will examine cost allocation for incremental black start resources, and address issues associated with additional black start resource procurement.
    • Outcome
      This initiative addressed the cost allocation methodology and principles for new black start resources. The initiative allows the ISO to invoice the Participating Transmission Owner for incremental black start costs to local areas. — FERC approval: Oct. 30, 2017; Tariff amendment filing: Aug. 3, 2017 (ER17-2237); Board of Governors approval: May 1, 2017
