2023-2024 Transmission Planning Process: Addendum to Metcalf- San Jose B and Newark-NRS HVDC Project Sponsor Selection Report Posted

The California ISO has posted an addendum to Metcalf- San Jose B and Newark-NRS HVDC Project Sponsor Selection Reports to the 2023-2024 Transmission Planning Process webpage. 

In the 2021-2022 Transmission Plan, the ISO identified a reliability-driven need for the Newark – Northern Receiving Station (NRS) HVDC and Metcalf – San Jose B HVDC Projects to serve load in the San Francisco Bay area. This initiated the Transmission Planning Process, Phase 3 Competitive Solicitation process for selecting an approved project sponsor.

In Sept. 2024, ISO Management recommended modifications to these two transmission projects to support significant new load growth in the San Francisco Bay area. The ISO Board of Governors unanimously approved the modifications to the 2021-2022 Transmission Plan Projects on Nov. 12, 2024.  Subsequent to this approval, ISO staff renegotiated the terms in each Approved Project Sponsor Agreement (APSA) for both projects.  A summary of the changes is included in the posted addendum.
