The California ISO has received a new Participating Transmission Owner (“PTO”) application from Citizens Pacific Transmission, LLC (“Citizens Pacific”) to turn over to ISO Operational Control certain transmission entitlements controlled by Citizens Pacific on transmission facilities owned and operated by Pacific Gas and Electric Company (“PG&E”). On Feb. 20, 2024, Citizens Pacific and PG&E entered into the Development, Coordination, and Option Agreement whereby PG&E may offer Citizens Pacific up to five separate options to lease Entitlements in a portfolio of identified projects (“Entitlements Lease”), with a total investment of up to $1 billion over five Entitlement Leases. This PTO application has been submitted regarding the first Entitlements Lease being entered among PG&E and Citizens Pacific, and contains the potential list of transmission projects being considered in this first Entitlements Lease. The application is available on Contracts and agreements webpage, in the Participating transmission owner applications submitted folder and located in the Citizens Pacific Transmission LLC folder.
Each Entitlements Lease will be associated with a distinct set of projects and will be for a 30-year term. Each Entitlements Lease will be subject to review by FERC pursuant to Sections 203 and 205 of the Federal Power Act. All of the Entitlements Leases will be entered into by Citizens Pacific and Citizens Pacific will be required to turn over its Entitlements to the CA\\ISO’s operational control.
The ISO invites stakeholders to provide comments on this new application by Sept. 23, 2024. All comments shall be submitted via email to rray@caiso.com.
