Cluster 15 Application Resubmission Window Opening 10/1/24

The California ISO Cluster 15 Application Resubmission Window for existing Cluster 15 Generation Interconnection applications will be open October 1 through Dec. 2, 2024. Only interconnection customers with Cluster 15 interconnection requests that were previously deemed complete may resubmit their interconnection requests during this window to proceed in Cluster 15.

The Interconnection Request and Study Agreement Form (Appendix 1) for the Resource Interconnection Standards (RIS), and new generator facility data forms (Attachment A to Appendix 1) will be entered through the Grid Resource Interconnection Portal (GRIP). The link to GRIP as well as completed sample forms and other application process guides and materials will be posted to the Interconnection request and study webpage, under the Interconnection Study Options and Forms and Resources headings.

In addition, it is of critical importance that interconnection customers review the tariff provisions for the minimum Interconnection Request tariff requirements described in CAISO Tariff Appendix KK Section 3.5.1 Initiating an Interconnection Request, Tariff Section 3.5.2 Validation of Interconnection Request, and Tariff Section 4. Cluster Study Criteria. CAISO Tariff Appendix DD Section 17 has additional information that is unique to Cluster 15 as well. Interconnection Requests that are incomplete when the window closes with not be considered in Cluster 15.

The pending tariff to applicable to the Generator Interconnection Process is CAISO Tariff Appendix KK, available on the Interconnection request and study webpage, under the Related ISO Tariff and Business Practice Manuals heading.

Customers submitting interconnection requests for proposed energy storage facilities who desire firm charging service to reduce the risk of curtailments during charging must contact their interconnecting participating transmission owner (PTO) to request separate firm load interconnection studies.

Additional Information:

In the Pacific Gas and Electric (PG&E) Area certain substation busses have reached the ultimate fault duty limitation of 63 kA and no longer have physical space for additional reactors to correct the fault duty. Table G2 of the PGE Interconnection Handbook lists the substation busses that can no longer accommodate new POI requests. Information is available on the PG&E Interconnections webpage under the Electric Service Handbooks section.
