Cluster 15 Interconnection Request Long Lead-Time Resource Points Clarification

Per the California ISO Tariff Appendix KK, Section 4.1.1.1, qualifications to receive points in the Long Lead-Time (LLT) resource category are as follow: 

Each Interconnection customer must demonstrate that it has:

  1. been designated by a Local Regulatory Authority as a long lead-time resource;
  2. meets the requirements of the Local Regulatory Authority resource portfolio; and
  3. corresponds to approved Network Upgrades in the Transmission Plan specifically designed to meet the long lead-time resource needs of the Local Regulatory Authority, or
  4. does not require additional transmission capacity.

The long duration storage technology as a LLT resource was added to the California Public Utilities Commission (CPUC) portfolio around the time the Cluster 15 Application Resubmission Window opened and the ISO had to evaluate the eligibility for long duration storage projects to receive points under the system need scoring criteria.  Long duration storage is currently being studied in the ISO Transmission Planning Process and the transmission needed to support the CPUC portfolio for that technology is yet to be determined. Therefore, long duration storage is not eligible to receive system need points as a LLT resource in Cluster 15. Applications submitted claiming LLT points with a long duration storage component of its project will have those points removed and will have the opportunity to make tariff approved adjustments to the interconnection request (IR) to remove or reduce the storage duration of the long duration storage component. This opportunity will occur during the validation period if the project passes the Scoring Criteria and proceeds to IR validation.
