The California ISO has received a new Participating Transmission Owner (PTO) application from Great Basin Transmission, LLC (“Great Basin”) with respect to certain transmission entitlements controlled by Great Basin on the proposed Southwest Intertie Project - North (“SWIP-North”) and on the existing One Nevada Transmission Line (“ON Line”), which Great Basin intends to turn over to California ISO operational control by the fourth quarter of 2027. These transmission entitlements will allow up to 1000 MWs of wind generation from Idaho to be delivered to California in support of the 2024-2025 California ISO transmission planning process resource portfolios. The application was received on June 18, 2024, and the California ISO is posting the application to fulfill its obligations under its Transmission Control Agreement Section 2.2.2. The application is available on the Transmission Operations webpage, under the Participating transmission owner applications submitted heading in the Great Basin Transmission folder.
SWIP-North is a planned 285-mile 500 kV transmission line between Nevada and Idaho that will facilitate the delivery of renewable resources and enhance grid reliability and resiliency. ON Line is an existing 231-mile 500 kV transmission line in Nevada that interconnects with the California ISO Balancing Authority Area (“BAA”) at the Harry Allen 500 kV substation. While both SWIP-North and ON Line will be in NV Energy’s BAA, Great Basin will place its transmission entitlements under the California ISO’s operational control.
The California ISO invites stakeholders to provide comments on this new application by Aug. 23, 2024. All comments shall be submitted via email to rray@caiso.com.
