Implementation of Real-Time Direct Telemetry data of Automatic Voltage Regulator for inverter-based resources.

California ISO (ISO) has reassessed the requirement implementation for Automated Voltage Regulator (AVR) status on inverter-based resources. The ISO requires AVR status to maintain bulk electric grid reliability, run real-time power flow analyses and enforce regional reliability standards.

AVR is used to automatically control Generating Unit terminal voltage. North American Electric Reliability Corporation (NERC) and Western Electricity Coordinating Council (WECC) reliability standards (VAR-002-WECC-2 and MOD-026-1) state that Generating units providing reactive support must be under the control of an AVR at all times unless explicitly excused by the ISO. 

The ISO EDAS (Energy Data Acquisition Specialists) team will notify flagged resources that are currently not providing AVR status. The outreach will include the necessary procedures required to start providing this data, and a deadline by which AVR data must be reported to the ISO by the resource.
