Large Loads Initiative: Technical requirements straw proposal posted

The California ISO has posted the Large Load Technical Requirements straw proposal to the Large Loads initiative webpage.

The straw proposal is a product of the Large Load Technical Requirements Working Group, which includes the ISO and the utilities interconnecting large data center loads within the ISO footprint. The paper outlines baseline technical requirements to support the reliable interconnection and operation of large loads, including data centers on the ISO-controlled grid. It presents proposed requirements in areas such as ride-through capability, post-fault power recovery, ramp rates, monitoring and telemetry, modeling data, and commissioning, based on stakeholder discussions and technical studies. The document also identifies additional technical topics still under development and notes that requirements may continue to evolve as industry practices and reliability standards mature.

The ISO will schedule a public stakeholder working group meeting and seek comments on this straw proposal in July 2026 to discuss the posted technical requirements document. Details for that meeting and seeking comments on the Technical Requirements Straw Proposal will be provided in a subsequent notice.
