New Initiative: Interconnection Process Enhancements 5.0; Scoping document posted, comments due 7/16/25

The California ISO is launching a new Interconnection Process Enhancement (IPE) stakeholder initiative in Aug. 2025. The ISO will refer to the next IPE initiative as IPE 5.0, as it is the fifth IPE initiative. The ISO’s primary objective is to address commitments the ISO made during IPE 2023, where the ISO made foundational changes to its interconnection procedures which were approved by FERC. However, additional modifications to the interconnection process will be considered for the scope. 

A scoping document has been posted to the initiative webpage on July 8, 2025. The ISO seeks brief comments on the completeness of this document to ensure that it includes all commitments made and topics to consider. The straw proposal, which the ISO plans to release in early August, will include a more detailed discussion of each item, including whether data suggests the need for further modification to each item. Please provide written comments on the scoping document by end of day July 16, 2025, through the ISO’s commenting tool using the link on the initiative webpage.

A future notice will announce the posting of the straw proposal and the date of the first workshop for this initiative.
