Notification of revised ISO operating procedure 5370

The California ISO has revised the operating procedure referenced below. 

5370 Resource Performance Verification, version 7.6, effective March 27, 2025. 

Section 3.1.1.2.2: Added clarification on start and end time of the test for the Generation Dispatcher and Resource Operator. Minor formatting and removed history prior to five years.
