Notification of revised ISO operating procedures 2210D, 2710, and 4110

The California ISO has revised the operating procedures referenced below.

2210D Ancillary Service Blocking and Disqualification, version 4.6, effective Aug. 27, 2026.

Removed reference to Western Electricity Coordinating Council (WECC) reserves standards; Added details regarding usage of the Automated Dispatch System (ADS) Automatic Generation Control (AGC) flag. Minor formatting and grammar edits.

2710 Market Disruption - RTM (Real-Time Market) Failure and Suspension, version 6.0, effective Aug. 27, 2026.

Periodic Review/Major Update: Removed the Real-Time Market Operator specifics, as these specifics will now be represented in Market Operator procedure 2720 (Official Market Disruption Procedure Real-Time Market Operator operates from). Added new Section 2.3 for Market Participant Expectations. Included important Note for Hour-Ahead Scheduling Process (HASP) failures in Sections 3.1.2 and 3.5. Included additional information about Market Suspension in Section 3.7. Updated from Director and Manager of Real-Time Operations to Director and Manager of Balancing Authority (BA) Operations. Updated instance of “FIT” (Fully Integrated Tracking) with “ARMS” (Advanced Reporting and Monitoring Service) application. Included “and posted on the WEIM Portal” (Western Energy Imbalance Market) under Operationally Affected Parties list. Minor formatting and grammar edits.

4110 Operations Emergency Preparation Notifications and Reporting, version 10.8, effective Aug. 27, 2026.

Section 3.1.3: Updated Footnote 2 with current Department of Energy (DOE) website link.

Section 3.2: Updated for clarity based on current practice, including Section title.

Section 3.2.2: Minor edits for clarity based on current practice and replaced "PIO's" with "Public Information Officers."

Removed PIO from Definitions section.
