Notification of revised ISO operating procedures 2390, 3620, 4420, 4420C, 4420E, and 5320B

The California ISO has revised the operating procedure(s) referenced below. 

2390 Over-supply/Over-generation, version 14.3, effective Oct. 23, 2025. 

Minor edits for clarification. Updated from Manager, Real-Time Operations to Manager, Balancing Authority (BA) Operations and Manager, BA Operations. Minor format and grammar edits.

3620 Transmission Reliability Margins, version 3.4, effective Oct. 23, 2025. 

Replaced Manager of Real-Time Operations with Manager of Balancing Authority (BA) Operations. Minor formatting and grammar edits and removed history prior to five years. 

4420 System Emergency, version 16.3, effective Oct. 23, 2025. 

Section 4: Removed Greenleaf 1 (GN-UNITA & GN-UNITB) from the Strategic Reliability Reserve Resources (SRR) Generation Resources table, as the resource has retired - effective 10/15/25. Minor formatting and grammar edits.

4420C Emergency Notice Templates, version 11.2, effective Oct. 23, 2025. 

Annual Review: Minor formatting and grammar edits.

4420E Allowable Maintenance Activities During Restricted Maintenance Operations, version 13.3, effective Oct. 23, 2025. 

Annual Review: Minor formatting and grammar edits and removed history prior to five years.

5320B Pre-Commercial Automated Dispatch System (ADS) Resource Test Procedure, version 1.1, effective Oct. 23, 2025. 

Updated the email address to ASNotification@caiso.com and modified the ramp rate limit from 50 Mega Watts (MW) to align with Masterfile limits. Added zero MW alongside Power Minimum (PMin) for dispatched percentages. Minor format and grammar edits.
