Notification of revised ISO operating procedures 2510B, 4100, 4110, 4410, 4510, 4510B, and 4510F

The California ISO has revised the operating procedure(s) referenced below:

2510B CAISO Tagging Templates, version 1.7, effective May 1, 2025. 

Updated to include new aggregate tie RDMTEA, update to template for TRCYTEA and fixed the Balancing Authority (BA) in the tie point link for Silverpeak.

4100 System Operations Emergency Plan, version 11.8, effective May 1, 2025. 

Sections 3.3.1 & 3.3.2: Removed “External Affairs” from Joint Information Center Lead instances. 

Section 3.3.2: Replaced Public Information Officer with Communications Director.

4110 Operating Emergency Preparation Notifications and Reporting, version 10.6, effective May 1, 2025. 

Removed “External Affairs” from Joint information Center (JIC) Lead instances. Replaced Public Information Officer and PIO with Communications Director where applicable for CAISO staff. Updated Section 3.2, removing Item 2 for filing Department of Energy (DOE) OE-417 or North American Electric Reliability Corporation (NERC) Event Report and included examples of events not included above, but may still attract news media. Removed history prior to five years.

4410 Emergency Assistance, version 12.3, effective May 1, 2025.

 Section 2.1: Spelled out first instance of CAISO. Added "(Internal only)" with all references to 4410B procedure. 

Section 3.1: Added Item 3 to verify if BA is in an Energy Emergency Alert (EEA)/Transmission emergency and Item 4 to verify whether or not the energy will be tagged as C-RE and to notify the Generation Dispatcher.

Section 3.2: Added Item 5 to verify whether or not the energy will be tagged as C-RE and to notify the Generation Dispatcher.

References: Updated NERC EOP-011 reference version number.

Minor formatting and grammar edits. Removed history prior to five years. 

4510 Load Management Programs and Underfrequency Load Shedding, version 6.5, effective May 1, 2025. 

Annual Review: Minor formatting and punctuation edits. References: Added NUC-001-4 and updated EOP-011 version number due to NERC standard update. 

4510B Demand Response and UDC Interruptible Programs, version 7.5, effective May 1, 2025. 

Annual Review: Defined CAISO and California Public Utilities Commission (CPUC) in Purpose section. Minor formatting and punctuation. Removed history prior to five years.

4510F Reliability Demand Response Resource (RDRR) Daily Reporting Template, version 3.4, effective May 1, 2025. 

Annual Review: Minor formatting and punctuation edits on Instructions & Definitions tab only.
