Notification of revised ISO operating procedures 2710, 2720, 3100, and 3220

The California ISO has revised the operating procedure(s) referenced below.

2710 Market Disruption - RTM Failure and Suspension, version 5.4, effective Aug. 15, 2024.

Purpose section: Corrected reference of Real-Time Contingency Dispatch (RTCD) failure. Removed history prior to five years.

2720 Market Disruption - Western Energy Imbalance Market (WEIM), version 1.8, effective Aug. 15, 2024.

Section 3.1.1, Actions When Returning from Event, WEIM Entity BA: Corrected "Note" under Item 4 under first bullet. Minor formatting and grammar edits.

3100 Establishing System Operating Limits for the Operations Horizon, version 8.1, effective Aug. 15, 2024.

Section 2.2: Minor edit to include scheduling "limits" within first bullet.

Section 3.3.2: Updated "Note" correcting acronym for Maximum Excitation Limiter to MEL.

Section 3.4: Corrected labeling of Tables 2, 3 & 4.

Section 3.5.3: Minor edits for clarification in Example 2, Purpose.

Section 3.5.4: Updated reference to Customer Market Results Interface (CMRI).

Capitalized all instances of terms listed in Definitions Table for consistency and NERC Standard term, Cascading.
