Notification of revised ISO operating procedures 3140 and 3140A

The California ISO has revised the operating procedure(s) referenced below. 

3140 TOP-003 TOP - BA Data Request and Specification Guidelines, version 5.6, effective March 12, 2025. 

Annual Review: Added LS Power Grid California (LSPGC) throughout document and to Operationally Affected Parties. Removed history prior to five years.

3140A TOP-003 TOP - BA Data Request and Specifications for Data Provision, version 6.5, effective March 12, 2025. 

Annual Review: Updated versions for North American Electric Reliability Corporation (NERC) EOP-011, PRC-006-WECC-CRT, and VAR-501-WECC standards. Added LS Power Grid California (LSPGC) in all instances where applicable and added to Operationally Affected Parties. Included column with Last Revision Date in main Details tab. Removed history prior to five years.
