Notification of revised ISO operating procedures 3140 and 3140A

The California ISO has revised the operating procedure(s) referenced below. 

3140 TOP-003 TOP (Transmission Operator) - BA (Balancing Authority) Data Request and Specification Guidelines, version 5.7, effective July 1, 2025.

Updated version numbers for North American Electric Reliability Corporation (NERC) Standards IRO-010 and TOP-003. Minor formatting and grammar edits.

3140A TOP-003 TOP - BA Data Request and Specifications for Data Provision, version 6.6, effective July 1, 2025

Extended effective dates for Federal Energy Regulatory Commission (FERC) 881 data requests to 1/1/2026 and included series devices. Updated entity matrix for consistency on formatting changes and based on entity feedback.
