Notification of revised ISO operating procedures 3140 and 3140A

The California ISO has revised the operating procedures referenced below:

3140 TOP-003 TOP - BA Data Request and Specification Guidelines, version 5.8, effective April 2, 2026. 

Annual Review:

Section 3.1: Updated to include Operationally Affected Parties’ Contact Types, “Procedure Control” and “TOP-003 Data Specification” Contact Types and removed the Western Electricity Coordinating Council (WECC) database export portion since the database is no longer in use.

Section 3.7: Added additional language under "Other Formats."

Operationally Affected Parties: Removed reference of WECC export.

References: Updated version of North American Electric Reliability Corporation (NERC) TOP-002 reference.

Minor format and grammar/punctuation edits and removed history prior to five years.

3140A TOP-003 TOP - BA Data Request and Specifications for Data Provision, version 6.7, effective April 2, 2026. 

Annual Review:

Details Tab: Updated line 23 Data Item, replacing Net Actual Interchange with Actual Net Interchange (NIA) and line 24 Data Item, replacing Net Scheduled Interchange with Scheduled Net Interchange (NIS) to align with NERC BAL-004-WECC-4 update 10/01/25.

Minor formatting and removed history prior to five years.
