Notification of revised ISO operating procedures 3320 and 3610

The California ISO has revised the operating procedures referenced below.

3320 Voltage and VAR Control, version 8.3, effective Sept. 12, 2024.

Purpose section: Defined Voltage Ampere Reactive (VAR).

Section1: Included "Participating" with detail of Participating Transmission Owners for consistency.

Section 3.1.3: Defined Bulk Electric System (BES).

Section 3.3.1: Updated Increase or Decrease Generator terminal Voltage by included statement that this option may only be used by the Participating Transmission Owner (PTO).

References: Updated TOP-001 reference version.

Minor formatting and grammar edits.

3610 Nomograms, TCORs, Flowgates, Contingencies and MOC, version 10.5, effective Sept. 12, 2024.

Section 3.1: Removed "RMR (Reliability Mus-Run) condition 2,” as this no longer applies.

Section 3.2: Removed a portion of the line that reads, "Use a branch group (BG) for non-TOP-007 Western Electricity Coordinating Council (WECC) paths and big area imports.", since this is no longer applicable. Updated Note below, adding relevant portion of the above line and replacing ETC with ETCC.

Minor formatting and grammar edits.
