Notification of revised ISO operating procedures 4100, 4420, and 4510A

The California ISO has revised the operating procedures referenced below:

4100 System Operations Emergency Plan, version 11.7, effective March 6, 2025. 

Section 2.1: Minor language edit. Section 2.2: Added LS Power Grid California (LSPGC) to Transmission Entities (TEs) listed. Section 3.1: Included Energy Emergency Alert Watch in second paragraph. Minor edit to first bullet under fourth paragraph and added sub bullet for utilizing Strategic Reliability Reserves. Updated version number with all North American Electric Reliability Corporation (NERC) EOP-011 Standard references due to standard update.

4420 System Emergency, version 16.0, effective March 6, 2025. 

Section 3.6.1: Added a step under EEA Watch to include the new Terminal Condition UI in RTM. 

Minor format and grammar edits. 

4510A Load Shed Calculation Guideline – Public Attachment, version 13.5, effective March 6, 2025. 

Annual Review: Updated percentage numbers based on 2024 peak load data. Added References section to include NERC Standard EOP-011-4.
