Notification of revised RC West operating procedure RC0110

RC West has revised the operating procedure referenced below.

RC0110 Communications Protocols, version 4.5, effective July 23, 2026.

Annual Review: In Section 3.4, removed System Operating Limits (SOL) exceedances from Operating Instructions during Emergencies; added Insecure Operating State. Minor formatting and grammar edits and removed history prior to five years.
