Notification of revised RC West operating procedure RC0320

RC west has revised the operating procedure referenced below.

RC0320 Outage Review and Coordination, version 4.5, effective Nov. 5, 2026.

Appendix A: Added rationale column. Added NorthWestern Energy (NWMT) Phase Shifting Transformers (PSTs). Removed elements outside RC West area. Removed Path 15 Remedial Action Scheme (RAS), as it is not referenced in any RC Operating Guide.
