Notification of revised RC West operating procedure RC0420

The California ISO has revised the operating procedure(s) referenced below.

RC0420 Event Reporting, version 1.7, effective July 11, 2024.

Added Reliability Coordinator (RC) reporting requirements for other/newsworthy events to Appendix A1, and related language in Section 3.2.
