Notification of revised RC West operating procedure RC0430

RC West has revised the operating procedure referenced below. 

RC0430 GMD (Geomagnetic Disturbance) Operating Plan, version 4.3, effective May 22, 2025. 

Updated language in Section 3.5 to reflect “... rating of = G3 or a K-index = Kp 7, ...” to match language in the task table below. Removed history prior to five years.
