Notification of revised RC West operating procedures RC0130, RC0310, RC0320 and RC0410

RC West has revised the operating procedures referenced below. 

RC0130 Notification Requirements for Real-Time Events, version 2.0, effective March 6, 2026. 

Changes to items 3.1.5, 3.1.6, 3.1.7 and 3.1.8 to clarify notification requirements for Remedial Action Scheme (RAS) status and arming criteria changes. Updated version of North American Electric Reliability Corporation (NERC) Standard IRO-010. Minor formatting and grammar edits and removed history prior to five years.

RC0310 Mitigating SOL (System Operating Limits) and IROL (Interconnection Reliability Operating Limit) Exceedances, version 3.0, effective March 6, 2026. 

Section 3.7: Added Reliability Coordinator (RC) action to conference in CAISO Market Operator for Western Energy Market (WEM) entities requesting RC help to coordinate market constraint activation.

Section 3.8: Added footnote to clarify RC Operator monitoring approach to filter out nuisance voltage exceedances in RTCA/HANA (Real Time Contingency Analysis/Hosted Advanced Network Applications) application due to known State Estimator (SE) quality issues.

Section 3.10: Added RC actions to take preliminary mitigation actions (except load shedding) for potential insecure operating state, if unable to invalidate results within 15 minutes.

Section 3.14: Updated Transmission Operator (TOP) expectations and RC actions for RAS status and arming criteria changes.

Minor formatting and grammar edits.

RC0320 Outage Review and Coordination, version 4.0, effective March 6, 2026.

Section 3.1: Added language and RC and TOP actions for planned outages requiring RC pre-clearance approval.

Added new Section 3.4 Real-time Outage Coordination to clarify when verbal approval from RC operator is required prior to starting a planned outage.

Minor formatting and grammar edits.

RC0410 System Emergencies, version 4.0, effective March 6, 2026.

Additional clarity added to the definition of an Emergency and the actions required. Minor formatting and grammar edits and removed history prior to five years.
