Notification of revised RC West operating procedures RC0420 and RC0430

The California ISO has revised the operating procedures referenced below.

RC0420 Event Reporting, version 1.9, effective Nov. 1, 2024.

Purpose: Defined Bulk Electric System (BES).

Section 3.1: Defined first instance of California ISO (CAISO).

Section 3.2: Added clarification to RC Actions on methods available to RC operator for submitting the initial DOE OE-417 1-hr or 6-hr Event Reports.

Minor formatting and grammar edits.

RC430 GMD Operating Plan, version 4.1, effective Nov. 1, 2024.

Periodic Review: Section 3.6: Revised lead-in portion for clarity. Definitions: Added Western Electricity Coordinating Council (WECC). Minor formatting and punctuation edits.
