Notification of revised RC West operating procedures RC0430 and RC0670

RC West has revised the operating procedures referenced below. 

RC0430 GMD (Geomagnetic Disturbance) Operating Plan, version 4.4, effective Jan. 29, 2025. 

Section 3.2: Minor edit to first bullet and updated Footnote 2 to reflect Eastern Interconnection GMD Monitor schedule. Section 4: Updated years for rotation of GMD Monitor. Minor format and grammar edits and removed history prior to five years.

RC0670 NERC (North American Electric Reliability Corporation) PRC-002 Disturbance Monitoring and Reporting Requirements Process, version 1.9, effective Jan. 29, 2025. 

Updated the methodology portion to add minimum DDR coverage for System Operating Limits (SOLs)/Interconnection Reliability Operating Limits (IROLs) upon completion of 5-year review. Defined NERC acronym in Section 2, Introduction.
