Markets PlanningResource Adequacy Modeling and Program Design: Issue paper posted, hybrid workshops on 11/18/24 and 11/19/24
The California ISO has posted an Issue Paper for the Resource Adequacy Modeling and Program Design (RAMPD) initiative.
This issue paper builds on the stakeholder recommendations and prioritization coming out of the 2023-2024 RAMPD working group. The Issue Paper is divided into three tracks:
- Track 1 focuses on modeling, default rules, accreditation, and capability testing.
- Track 2 looks at reforming outage and substitution rules and processes as well as ISO’s resource adequacy availability and incentive mechanism.
- Track 3 focuses on resource visibility and backstop procurement reform.
The ISO’s goal for this document is to stimulate further stakeholder input on the benefits and challenges of the various policy solutions to the problems discussed in the working group sessions. The ISO, working with stakeholders, will develop straw proposals stemming from stakeholder feedback on these options. A workshop will discuss this paper on November 18. Participation information for all upcoming RAMPD meetings are available below and in the meeting notice.
