Resource Sufficiency Evaluation Enhancements Phase 2 Track 2 activation effective today 7/1/24

The California ISO’s Resource Sufficiency Evaluation Enhancements Phase 2 Track 2 (RSEE2T2) implementation via tagging systems, market systems, Automated Dispatch System (ADS), and Customer Market Results Interface (CMRI) is active today for effective trade date July 1, 2024 onwards.

 

RSEE2T2 continues to enhance the accuracy of the WEIM resource sufficiency evaluation (RSE). This implementation clarifies the post-hour-ahead scheduling process (post-HASP) block hour low-priority exports and publishes resource-specific market priority types and their associated MW data to ADS and CMRI.

 

Tagging System

  • Enable tag structural validation for valid priority type.
    • Now that is enabled, any submitted electronic tags (e-tags) that are not following the appropriate structure will fail validation and be automatically denied.
    • Tagging Criteria for RSEE Phase 2, Track 2: Upon e-tag submission, the ISO will automatically validate e-tag structure for valid Product Type (G-FP), to confirm that CAISO_PRIORITY_TYPE has one of these valid priority_types: DALPT, RTLPT, RTECON.
    • If an e-tag with G-FP does not have any one of the priority-types listed above, then the e-tag will fail validation.
  • In maintaining reliability and transparency objectives of the policy the ISO will add an another DAM automatic Market Adjustments to tags at 17:30 Pacific Time
    • In the DAM, CAISO would adjust tags following publication of the market at 15:30 & 17:30 (new)
    • In the Real-Time Market (RTM), CAISO would continue to adjust incremental tags submitted for RTM participation at T-40 following the publication of HASP

  • Publish Resource-Specific Market Priority Types and their Associated MW Data

 

CMRI

  • Publish market priority types MW schedules breakdown for export resources
