The California ISO has posted its aggregate assessment of the annual resource adequacy plans submitted by load serving entities and central procurement entities along with the reliability-must-run units designated by the ISO, for compliance with 2025 local, system and flex resource adequacy requirements (showings received as of Nov. 4, 2024).

As provided by tariff sections 40.7 and 43A.2.2.1, load serving entities and central procurement entities may mitigate potential ISO backstop capacity procurement to correct the specified deficiencies by demonstrating their procurement of such additional capacity consistent with this market notice by submitting revised annual resource adequacy plans through the ISO Customer Interface for Resource Adequacy (CIRA) by close of day Dec. 9, 2024 (Pacific Time).
The ISO provides notice of the following:
- The ISO has reviewed and assessed on aggregate the final annual resource adequacy plans, along with the reliability-must-run units designated by the ISO, for compliance with 2025 local, system and flex resource adequacy requirements.
- The ISO has completed an evaluation of compliance with aggregate local resource adequacy requirements by transmission access charge area.
- The ISO has evaluated whether the resource adequacy resources and the reliability-must-run units ensure compliance with the Local Capacity Technical Study criteria, and has determined that there are individual and collective capacity deficiencies in several local capacity areas.
- Compliance with the reliability level specified in the ISO tariff for the local capacity areas requires procurement of additional capacity from generating units identified in the report titled Evaluation Report of Load Serving Entities and Central Procurement Entities Compliance with 2025 Resource Adequacy Requirements.
