Settlement agreement in docket no. ER21-2579

On March 20, 2025, the Federal Energy Regulatory Commission approved a settlement agreement in docket no. ER21-2579 between the California ISO, CXA La Paloma, LLC, and EDF Trading North America LLC.  The settlement resolved issues relating to a request for supplemental fuel cost recovery for the La Paloma generating facility for the Feb. 16, 2021, trading day.  The settlement calls for the ISO to make a payment and “allocate the costs . . . pro-rata to load in the CAISO market consistent with the Principles of CAISO Tariff section 11.8.6.”

Per the settlement agreement, the ISO is collecting the funds from scheduling coordinators in proportion to their measured demand (excluding Transmission Ownership Right self-schedules and net demand of load following Metered Subsystems) in the ISO over the final seven hours of the Feb. 16, 2021, trading day. 

The ISO will include this settlement in Neutrality charge code 8989 on the Trade Date March 19, 2025, T+9B initial settlement statement publishing on April 1, 2025. Billing for this statement will be reflected on the weekly invoice issuing on April 2, 2025. The settlement will be made through a pass through bill (PTB).
