Update to Imperial Valley: North of SONGS 500 kV Transmission Line and North of SONGS Substation Approved Project Sponsor

The California ISO has approved an assignment of a portion of the Imperial Valley – North of SONGS 500 kV Transmission Line (IV-NoS) and new North of SONGS Substation (NoS Substation) competitive solicitation project.  The ISO awarded the IV – NoS and NoS Substation to Horizon West Transmission, LLC (HWT) on April 29, 2024. In accordance with Section 24.6 of the CAISO Tariff, the Approved Project Sponsor shall not sell, assign or otherwise transfer its rights to finance, construct and own the needed transmission solution, or any element thereof, before the facilities have been energized and, if applicable, turned over to the CAISO’s Operational Control unless the CAISO has approved such proposed transfer, which approval shall not be unreasonably withheld.

HWT has exercised its right to assign responsibility to construct, finance, and own the IVNoS 500 kV Transmission Line portion of the IV-NoS Project to San Diego Gas & Electric Company (SDG&E), an existing Participating Transmission Owner within the CAISO Controlled Grid, and the ISO approved such assignment in accordance with Section 24.6 of the CAISO Tariff, including with respect to cost containment provisions.  HWT has retained the responsibility to construct, finance, and own NoS Substation.
