West-Wide Governance Pathways Initiative - Step 1: Recommendation posted; Call on 6/18/24

The West-Wide Governance Pathways Initiative (Pathways Initiative) effort was launched last summer by a coalition of regulators from five Western states, including California, who helped form a Launch Committee representing a diverse group of Western stakeholders. The Launch Committee has been working since the Fall of 2023 through a public process to develop a proposal for the continued evolution of the governance over Western Energy Imbalance Market (WEIM) and the Extended Day-Ahead Market (EDAM).


On June 5, 2024, the Launch Committee of Pathways Initiative submitted for consideration its Step 1 Recommendation to the California ISO Board of Governors Chair Jan Schori, and the WEIM Governing Body Chair Andrew Campbell. During the Pathways briefing at the May 22, 2024 Joint General Session of the ISO Board of Governors and the WEIM Governing Body, the ISO Board and WEIM Governing Body recommended a process for the Step 1 proposal to accept the report and direct ISO management to conduct a stakeholder process, in partnership with the Launch Committee, to bring back a final proposal to the Board and Governing Body to consider for a vote in the mid to late Summer of 2024. 

 

Chair Schori and Chair Campbell have now accepted receipt of the report, and have directed management to initiate a stakeholder process. In accordance with the Chairs’ direction, the ISO has posted the Pathways - Step 1 Recommendation to the initiative webpage, and will hold a public stakeholder call to discuss it on June 18, 2024.

 

The June 18 public call will focus on the following topics:

  • Discussion of the Step 1 recommendation and its key elements by members of the Launch Committee, including:
    • Modification of the WEIM Governing Body’s decision-making from “Joint Authority” to “Primary Authority”
    • Modification of the existing dispute resolution process to include a Dual Filing at FERC
    • Incorporation of public interest safeguards for participating states in WEIM and EDAM
    • Trigger mechanism for Step 1 Implementation

 

Stakeholder call materials will be available prior to the meeting on the West-Wide Governance Pathways - Step 1 webpage.

 

The call will be recorded and the video file posted to the initiative webpage for a limited time. The recording is for informational convenience purposes only, and any related transcriptions should not be reprinted without the ISO’s permission.

 

Please submit written comments on the stakeholder call by end of day July 10, 2024, through the ISO’s commenting tool using the link on the initiative webpage.
