Gabriel Aguilera
Chair, Body of State Regulators; Commissioner, New Mexico Public Regulation
Gabriel Aguilera was appointed to the New Mexico Public Regulation Commission (NMPRC) in January 2023. He has nearly twenty years of experience in energy and utility regulation, including fifteen years at the Federal Energy Regulatory Commission.
Commissioner Aguilera serves in several influential roles in Western energy policy, including as Chair of the Body of State Regulators, Co-Chair of the Committee on Regional Electric Power Cooperation (CREPC), and Co-Chair of the CREPC Transmission Collaborative. He also serves as Co-Chair of the National Association of Regulatory Commissioners (NARUC) Transmission State Working Group and as Co-Vice Chair of NARUC’s Committee on Consumers and the Public Interest.
At the NMPRC, his work centers on balancing utility affordability and reliability with the grid infrastructure investments required for New Mexico’s energy mandates. Commissioner Aguilera advocates for customer benefits from regional electricity markets and the transmission system, and he supports proactive wildfire mitigation to protect communities.
Commissioner Aguilera holds economics and finance degrees from New Mexico State University and an MBA from the University of Maryland Smith School of Business. He currently lives in Santa Fe, New Mexico, with his family.

Andrew Campbell
Chair, Western Energy Markets Governing Body
Andrew Campbell is Executive Director of the Energy Institute at Haas at the University of California, Berkeley. Prior to joining the Western Energy Markets (WEM) Governing Body, he was a member of the Western Energy Imbalance Market (WEIM) Governance Review Committee, which recommended the adoption of a shared-governance framework with the California Independent System Operator Board of Governors over issues applicable to the WEIM. That governance framework was adopted by the WEM Governing Body and ISO Board of Governors in September 2021.
At the Energy Institute, Mr. Campbell serves as a bridge between the research community and business and policy leaders on energy economics and policy topics. Prior to arriving at UC Berkeley, Mr. Campbell worked for residential energy management company, Tendril, and grid sensor provider, Sentient Energy, helping both companies navigate the energy regulatory environment and tailor their products to meet the utility industry’s needs.
For five years, Mr. Campbell served as an advisor to California Public Utilities Commissioners Rachelle Chong and Nancy Ryan where he successfully led efforts to adopt policies on grid modernization investments and data access; regulatory authority over electric vehicle charging; demand response; dynamic pricing for utilities; and quality standards for liquefied natural gas. Mr. Campbell has also worked in Citigroup’s Global Energy Group, and as a reservoir engineer with ExxonMobil.
Mr. Campbell earned bachelor’s degrees in chemical engineering and economics from Rice University, and a Master of Public Policy from the Harvard Kennedy School. He lives in Oakland, Calif. where he pursues his passion to create a safer and more equitable environment for bicyclists and pedestrians.
Mr. Campbell was appointed to the WEM Governing Body effective July 1, 2022, and reappointed July 1, 2025, for a term ending June 30, 2028.

Judy W. Chang
Commissioner, Federal Energy Regulatory Commission
Judy Chang joined the Federal Energy Regulatory Commission as a Commissioner in July 2024.
Commissioner Chang is an energy economics and policy expert with more than 20 years of experience working with energy companies, trade associations and governments on regulatory and financial issues, particularly as they relate to investment decisions in electric transmission, clean energy and energy storage.
She is the former Undersecretary of Energy and Climate Solutions for Massachusetts, a role in which she led efforts to set policies across the Commonwealth’s energy sector and align strategies and plans to meet legal requirements for climate change mitigation. Commissioner Chang has presented and testified before U.S. federal and state agencies and regulatory authorities in Canada on topics related to energy resource deployment; energy contracts; transmission planning, access and pricing; and electricity market design. She has presented her work at industry conferences and academic seminars on energy and environmental policies.
Commissioner Chang has taught as an Adjunct Lecturer in Public Policy at the Harvard Kennedy School and served as a Senior Fellow at the Kennedy School’s Mossavar-Rahmani Center for Business and Government. She also served as an ambassador for the U.S. Department of Energy’s Clean Energy Education & Empowerment Initiative and was a founding board member of New England Women in Energy and the Environment.
Commissioner Chang holds a Master of Public Policy from Harvard Kennedy School and a Bachelor of Science in Electrical Engineering and Computer Science from the University of California, Davis.

Following a nearly 40-year career, Joseph H. Eto retired from the Lawrence Berkeley National Laboratory (Berkeley Lab) in 2021. He remains engaged with the Berkeley Lab through an affiliation with the Energy Markets and Planning Department in the Energy Analysis and Environmental Impacts Division, and the Grid Integration Group in the Energy Storage and Demand Resources Division.
He has authored publications on electricity reliability, transmission planning and operations, demand response and distributed generation, utility integrated resource planning and demand-side management; and building energy-efficiency technologies.
Between 1999 and 2018, Mr. Eto led a consortium of national laboratories, universities, and private-sector partners that conducted public-interest research, demonstration, and analysis on electricity reliability and transmission technologies.
He also supported the U.S. Department of Energy (DOE) on a variety of electricity reliability-related assignments, including the National Transmission Grid Study, the U.S.- Canada investigation of the August 14, 2003 blackout, and DOE’s National Electric Transmission Congestion Studies.
Mr. Eto received an A.B. in Philosophy and a M.S. in Energy and Resources from the University of California, Berkeley. He is a registered professional Mechanical Engineer in the State of California.
Mr. Eto was appointed to the ISO Board of Governors on March 30, 2023.

Ryan Flynn
President, Pacific Power
Ryan Flynn is President of Pacific Power, an electric utility serving over 800,000 customers in California, Oregon and Washington. In his role, Ryan is responsible for regional strategy and engagement, and leads regulation, customer and community affairs, government affairs and communications.
Ryan joined PacifiCorp in 2006, holding various positions in the legal department before leaving in 2015 to pursue a family opportunity in Amsterdam, The Netherlands. He returned to the company in 2018, where he served as senior vice president and chief legal officer for Pacific Power until May, 2024.
Ryan is a native of Corvallis, Oregon and received his bachelor’s degree from Willamette University and his law degree from George Washington University. He previously worked as a Congressional staffer, and a lawyer for Troutman Pepper Locke in Washington, D.C. and Davis Wright Tremaine in Seattle, Washington. He was a longtime board member at the Dougy Center, which provides support to grieving children and teens, and currently serves on the executive committee of the Portland Metro Chamber and the board of the Oregon Business Council. He is also a former board member of OMSI, the Oregon Museum of Science and Industry. Ryan and his wife, Bonnie, have two sons and live in Lake Oswego, Oregon.

Jason Glickman
Executive Vice President, Planning & Strategy, Pacific Gas and Electric Company
With electricity demand expected to double over the next 15 years, PG&E is building an energy system of the future to serve Northern and Central California, part of the world's fourth-largest economy. In this role, Glickman leads enterprise strategy, commercial growth, energy policy, electric and gas procurement, innovation, and long-term asset and infrastructure planning.
Glickman joined PG&E in 2021 as Executive Vice President, Engineering, Planning and Strategy. In this previous role, he oversaw PG&E's long-term planning and near-term engineering priorities, including the utility's gas system and electric infrastructure, new business connections, supply chain, materials and environmental activities.
Glickman has extensive strategic experience and deep industry expertise. Prior to PG&E, he spent 14 years at Bain & Company, becoming a Partner in 2014 and the Global Head of Utilities and Renewables in 2020. At Bain, he advised leading energy companies on strategy and sustainability, as well as affordability and digital transformation. Glickman designed and implemented comprehensive long-term plans that encompass asset strategy, engineering and operations, and led several multi-year enterprise affordability programs to benefit customers. Prior to that, he served as a Principal at EY-Parthenon (formerly The Parthenon Group) for five years.
He holds a BS and an MS in Management Science & Engineering from Stanford University.
Glickman serves as an Executive Committee Member on the EPRI Research Advisory Committee. Previously, he served on the Board of Trustees for the California State Parks Foundation from 2022 to 2024 and the Board of Directors of the Western Energy Institute from 2021 to 2023.

John Jenks
Director of Energy Market Development, Wyoming Energy Authority
John Jenks is the Director of Energy Market Development for the Wyoming Energy Authority, where he leads the state's efforts on electricity market policy, regional transmission issues, and strategic initiatives that strengthen grid reliability while supporting long-term economic growth. In this role, he works closely with utilities, market operators, state and federal regulators, policymakers, and industry stakeholders to advance Wyoming's interests as the electric sector undergoes rapid transformation. His work includes monitoring Federal Energy Regulatory Commission and Wyoming Public Service Commission proceedings, evaluating emerging western electricity market developments, supporting transmission expansion, and helping position Wyoming to meet growing electricity demand from new industries and large energy users.
Before joining the Wyoming Energy Authority, John served as Economic Initiatives Director for the Wyoming Business Council, where he focused on policy and strategic initiatives to promote statewide economic development. He also served as Director of Public Policy for the Greater Kansas City Chamber of Commerce, leading advocacy efforts on legislative and regulatory issues across Kansas and Missouri. These experiences have provided him with a broad perspective on the intersection of energy policy, infrastructure investment, and economic competitiveness.
John is an active participant in regional energy policy discussions and serves on the Western Electricity Coordinating Council (WECC) Member Advisory Committee, contributing to conversations on reliability and the evolving western grid. He holds both bachelor's and master's degrees from the University of Mississippi. Outside of his professional work, John serves as Head Coach of the Laramie High School hockey team and as Secretary of the Wyoming Amateur Hockey Association.

Pamela Kokoszka is the Director of Talent and HRBP Operations at the California Independent System Operator (CAISO), where she leads talent strategy and human resources business partner operations. She serves as a strategic advisor to executive leadership on workforce planning, organizational design, leadership development, employee engagement, and change management.
With more than 20 years of human resources leadership experience, Pamela oversees enterprise recruiting, compliance, immigration, employee relations, and labor relations programs. She leads a team responsible for attracting and developing the specialized talent needed to support CAISO's mission and California's evolving energy landscape.
Prior to joining CAISO in 2016, Pamela served as Director of Talent Acquisition and Diversity at Cardno, where she led enterprise recruiting strategies for a 4,000-plus employee infrastructure and environmental services organization. Earlier in her career, she held HR leadership positions at ChemRisk, supporting organizational growth, employee engagement, and business transformation initiatives.
Pamela serves on CAISO's five-year strategic planning committee and is an active contributor to industry leadership initiatives. She holds a Master of Public Health in Occupational and Environmental Health from the University of Minnesota and a Bachelor of Science in Biology from UCLA. She is a Senior Professional in Human Resources (SPHR) and serves on the Executive Planning Committee of the Western Energy Institute.

Elliot Mainzer
President & CEO, California ISO
Elliot Mainzer is President and CEO of the California Independent System Operator (CAISO) in Folsom, California. For the last 25 years, he has been a leader in helping to achieve a reliable and affordable clean energy transition by working to support innovation and creativity in renewable energy development, transmission planning, market design and regional collaboration.
Mainzer joined the CAISO on September 30, 2020 after an 18-year career at the Bonneville Power Administration (BPA), including seven years as Administrator and CEO. At BPA, he led efforts to unlock the wind-energy potential of the Pacific Northwest, managed the development of BPA’s open-season model for transmission subscription and queue management, and worked to balance the needs of the Federal Columbia River Power System with the welfare of tribal nations and salmon protection.
Under Mainzer’s leadership at the CAISO, the organization has strengthened coordinated power and transmission planning with California’s regulatory agencies, integrated record-setting amounts of new power generation and the nation’s largest fleet of lithium-ion batteries, helped preserve overall system reliability during the record-setting Western heat wave of September 2022 and provided strategic leadership and direction for the CAISO’s new extended day-ahead market proposal. Mainzer’s strong background and personal commitment to regional collaboration as an essential element of a reliable and affordable clean-energy transition have been a hallmark of his leadership at the CAISO, where he has also brought renewed focus on control center modernization, stakeholder engagement and program management in support of the organization’s new 2022-2026 strategic plan.
A native of San Francisco, Mainzer has an undergraduate degree in geography from U.C. Berkeley and master’s degrees in Business Administration and Environmental Management from Yale University. He is a senior fellow of the Oregon Chapter of the American Leadership Forum, has served on the boards of the Electric Power Research Institute and the Energy Systems Integration Group, and currently serves as co-chair of the Western Electric Industry Leaders Group.
He and his wife Margaret have twin boys. Among his non-professional pursuits, Mainzer is an amateur jazz saxophonist and dedicated student of jazz theory and history.

Scott Miller is the Executive Director of the Western Power Trading Forum (WPTF). WPTF is a broad-based organization with over 130-member companies, dedicated to advocating for competition in Western states' electric markets. Scott comes to this position from a background that has been dedicated to competitive electric and natural gas markets.
• Senior Market Advisor in the Policy Office at the Federal Energy Regulatory Commission (FERC) from 2008-to 2017. He was responsible for advising the Commission and staff on electric and natural gas markets.
• Vice President for Regulatory Affairs at Constellation Energy from 2006-to 2008.
• Executive Director for Market Development at PJM and later in charge of relations with the 14 states within the PJM area from 2002-to 2006.
• Executive Director of the Energy Markets Division at FERC where he oversaw the FERC staff's first investigation into the Western Energy Crisis in 2000. Scott also directed staff investigation into the Cost-Benefit Study on participation in RTOs.
• Scott worked for the US Generating Company and its successor, PG&E National Energy Group from 1994-2000, first as Assistant to the President & CEO and later as Director of Market Policy where he coordinated NEG policy on ISO and RTO formation across the US.

Scott is the Director of Policy, Regulatory and Markets for the Western US at Avangrid Power. Scott has nearly 30 years of energy industry experience with a focus on regulatory advocacy, legislative engagement, long-term strategic planning, and technical analysis. At Avangrid, he directs policy and regulatory advocacy in California, the Desert Southwest, and Intermountain West, along with engagement in Western US regional electric markets. He is the current chair of the California ISO’s Regional Issues Forum and a board member for multiple independent power producer and competitive market trade associations. Prior to Avangrid, he worked at NRG/Direct Energy, Black & Veatch, Nexant, and two large oil companies. An avid puzzler in his personal and professional life, some of the most cryptic puzzles he's worked on in his career include evaluating the impact of biodiesel use in Minnesota school buses, integrated resource planning in Hawaii, developing one of the first models to assess the reliability contribution of renewables for Colorado, strategies to promote the expansion of retail energy choice in California, and on-going efforts to determine how a generation only balancing authority in the Pacific Northwest can continue to thrive. He has an undergraduate degree in chemical engineering from the University of Minnesota and a Masters in Public Policy from the University of California, Berkeley.

Maria Pope is president and chief executive officer of Portland General Electric.
Under her leadership, PGE has accelerated the transition to a clean energy future by adding new wind, solar, and battery storage, strengthening the energy grid by integrating new technologies, and working with community stakeholders, customers, and policymakers to power the advancement of society. PGE has the largest voluntary renewable energy program in the country and was ranked the No. 1 utility in the Forrester U.S. Customer Experience Index.
Pope joined PGE in 2009 as chief financial officer and treasurer. She led PGE’s power generation facilities, wholesale power marketing and long-term resource strategy as senior vice president of Power Supply, Operations and Resource Strategy.
Prior to PGE, Pope was CFO of Mentor Graphics Corporation. She has held senior operating and finance positions in the technology, forest products and consumer products industries. She began her career in banking with Morgan Stanley.
Pope has two decades of board experience across diverse sectors. She is the past board chair and current lead independent director of Columbia Banking System, Inc. and the former board chair of the Oregon Business Council. She is the former chair of the Edison Electric Institute, the trade association that represents more than two hundred US investor-owned electric companies, as well as more than 60 international electricity providers. Pope represented the electric industry on the U.S. Secretary of Energy Advisory Board (SEAB), co-chaired the SEAB High-Tech and Data Center Working group and previously chaired the Electric Power Research Institute.

Steven Powell is president and chief executive officer of Southern California Edison, one of the nation’s largest investor-owned electric utilities, safely delivering reliable, clean and affordable power to more than 15 million people in a 50,000-square-mile service area spanning Central, Coastal and Southern California. He is a member of SCE’s board of directors.
Previously, Powell served as executive vice president, Operations, where he led many of SCE’s operations groups — including Transmission & Distribution, Customer Service, Safety, Security and Business Resiliency, and Operational Services. Powell has held a variety of positions of progressing responsibility since joining the company in 2000, including senior vice president of Strategy, Planning and Operational Performance, where he developed SCE’s long-term strategy, identifying and executing strategic projects, prioritizing technology development, integrated resource planning and driving operational improvements. He has also held leadership positions in resource planning and strategy, gas and power procurement and SCE’s plug-in electric vehicle readiness efforts.
Powell serves on the Electric Power Research Institute (EPRI) board of directors and is chair of EPRI’s Climate READi Committee. He is co-chair of the Edison Electric Institute Wildfire Task Force and is a representative for the Southern California Leadership Council, Western Electric Industry Leaders and is on the California Science Center Foundation board of trustees.

Mark Richardson

Mark Richardson is the Senior Manager of Customer Experience and Account Management at the California Independent System Operator (CAISO), where he leads customer engagement, account management, and stakeholder support initiatives for market participants across the Western Interconnection. With more than 17 years of experience at CAISO, including six years in Information Technology and more than 11 years in Customer Experience, Mark brings deep expertise in wholesale electricity markets, market applications, customer relations, and stakeholder engagement.
Throughout his tenure at CAISO, Mark has led initiatives that enhance customer experience and deepen stakeholder engagement, helping organizations adapt to complex market, policy, and operational changes. He played a pivotal role in onboarding the first Western Energy Imbalance Market (WEIM) entity in 2014 and the first Extended Day-Ahead Market (EDAM) entity in 2026, landmark achievements that helped advance regional market integration across the Western Interconnection. Through a collaborative and customer-focused approach, Mark works closely with market participants to ensure they are equipped to succeed in an evolving energy landscape.

Mark Rothleder
Senior Vice President & COO, California ISO
Mark Rothleder is the senior vice president and Chief Operating Officer at the California Independent System Operator (ISO), leading a multi-divisional management team that integrates market policy, planning, operations, technology and program management.
Mr. Rothleder previously served as the vice president of Market Policy and Performance, executive director of Market Analysis and Development, principal market developer, and director of Market Operations. As a member of the original start-up team in 1997, Mr. Rothleder is now the longest serving ISO employee.
In spring 2009, Mr. Rothleder led the design and implementation of market rules and software modifications for the ISO’s Market Redesign and Technology Upgrade (MRTU). During his career at the ISO, Mr. Rothleder has worked extensively to develop and incorporate the approved market rules for California’s competitive wholesale energy and reserves markets.
Prior to joining the ISO, Mr. Rothleder worked for eight years at Pacific Gas & Electric in its Electric Transmission Department where his responsibilities included operations engineering, transmission planning, and substation design.
Mr. Rothleder is a registered Professional Electrical Engineer in the state of California, and holds a Bachelor’s of Science in Electrical Engineering from the California State University, Sacramento. He has completed post-graduate coursework in Power System Engineering from Santa Clara University, and earned a Master’s in Science in Information Systems from the University of Phoenix.

Joanne Serina

Joanne Serina is the Vice President of Stakeholder Engagement & Customer Experience for the California Independent System Operator (ISO). She oversees all aspects of customer service, customer onboarding, readiness and training. She also facilitates quality engagement with stakeholders on market design and policy development.
Ms. Serina has served as Executive Director of Customer Service & Stakeholder Affairs since 2015 and previously held various senior leadership roles since joining the ISO in 2006 including positions within the Operations Division responsible for System Operations training and certification and as a Sr. Program Manager during the implementation of the California ISO Market.
Prior to her career in the energy industry, Joanne spent 12 years in the Information Technology sector developing innovative business solutions for Intel Corporation and managed product development for Pandesic LLC, an Intel subsidiary, delivering e-commerce solutions.
Joanne holds a bachelor’s degree from the Anderson School of Management, University of New Mexico and obtained her NERC certification in 2011.

Jim Shetler

James R. Shetler was appointed as General Manager of BANC in December 2013. He oversees the operations of BANC and is active in BANC’s engagement with market development in the West, which included the efforts for BANC to join the CAISO WEIM market and its evaluation of day ahead market options which led to BANC’s decision to join the CAISO Extended Day Ahead Market (EDAM). He is also actively engaged in issues that impact the West, including at Western Electricity Coordinating Council (WECC), Western Electricity Industry Leaders (WEIL), and as a POU representative to the West-wide Governance Pathways Initiative.
From December 2011 – December 2013 he served as a part-time executive advisor to SMUD on hydro relicensing issues and WECC matters. Prior to his retirement in December 2011, he served SMUD for over 26 years, holding various positions including assistant general manager of Energy Supply, assistant general manager of Customer Services, deputy assistant general manager of Operations, and Assistant General Manager, Nuclear Support Services at Rancho Seco.
Before coming to SMUD, Shetler was employed for ~13 years at Babcock and Wilcox (B&W) – Nuclear Division, holding various positions.
Shetler served on various industry boards and commissions, including Transmission Agency of Northern California (TANC), Balancing Authority of Northern California (BANC), Central Valley Project (CVP) Corp., and Western Energy Institute (WEI). He was also SMUD’s executive representative to Western Electricity Coordinating Council (WECC) and the California Transmission Planning Group (CTPG). He served as a WECC affiliated director from 2011-2014 and was instrumental in the bifurcation effort at WECC. He served as Chair of the WECC Member Advisory Committee (MAC) from June 2013 - June 2014. He was elected as a Class 1 representative to the Peak MAC in 2016 and served as Peak MAC Chair from 2017-2019.

Kathleen Staks

Kathleen Staks is the Executive Director at Western Freedom, an organization that is working to enable the delivery of low-cost electricity and energy freedom to the West through an efficient and integrated grid system. She has also been serving as the co-chair of the Pathways Initiative Launch Committee and the interim President of the Regional Organization for Western Energy Board for the past several years. Kathleen has extensive experience in policy and strategic engagement on a broad spectrum of bipartisan energy issues in the public and private sectors. She has worked in house and as a consultant on government and public affairs for a variety of energy and natural resources companies. Kathleen served as the Executive Director of the Colorado Energy Office under Governor Hickenlooper and was the assistant director for energy and minerals at the Colorado Department of Natural Resources.
Kathleen also serves on the board of the Colorado Electric Transmission Authority, an independent special purpose authority that will prioritize and enable the development of transmission lines that will deliver clean energy to Coloradans and the region, and the Institute for Western Energy.

William Walsh
Vice President, Energy Procurement and Management, Southern California Edison
William Walsh is vice president of the Energy Procurement and Management organization at Southern California Edison (SCE). He is responsible for SCE’s wholesale energy contracting and management, energy and emissions trading, and wholesale energy market and settlement operations.
Previously, Walsh was an Assistant General Counsel in the SCE Law Department. His groups were responsible for cybersecurity, litigating the company’s positions before the Federal Energy Regulatory Commission, and all transactional work related to SCE’s energy procurement, interconnection agreements, and supply management activities.
Walsh has held other legal management positions at SCE, including serving as the Director and Managing Attorney for the Resource Policy and Planning group, Power Procurement group, and Contracts and Intellectual Property group.
William has also served as the Manager of Renewable Procurement and was responsible for leading a team of originators in the procurement of all of SCE’s renewable power through competitive solicitations, bilateral opportunities, and standard renewable procurement programs.
Walsh obtained his law degree from The George Washington Law School and his bachelor’s degree from the University of California, Los Angeles.

Mike Wilding is Vice President of Energy Supply Management at PacifiCorp, where he leads power supply strategy, regional market development, carbon policy and reporting, and energy portfolio optimization. With more than a decade of experience addressing complex regulatory and cost-recovery challenges, Mike works at the intersection of wholesale markets, utility operations, and energy policy to advance solutions that support reliability, affordability, and the evolving needs of the Western electric grid. Known for bringing together diverse perspectives to tackle complex industry challenges, he plays a key leadership role in PacifiCorp’s transition to the Extended Day-Ahead Market (EDAM), helping shape market strategy, regulatory engagement, and regional collaboration across the West.
